Are liquid products, such as toothpaste and cosmetics, banned from luggage on international flights?

no thats not true.
I’m a private pilot but last I heard was 3oz of liquid in a container are ok. No more than 3oz though. You might want to check the TSA website before packing just to avoid wasting your time or money.
Absolutely not true, for international flights (or domestic) 3oz. or 100ml are okay for cabin bags and larger containers are allowed in check-in luggage. Check your airlines website, almost all airlines have information on restricted items and size allowances.
TSA is American. They cannot dictate the security procedures of other countries when the flight does not have anything to do with the US. However, some other countries have adopted their own liquid restrictions. When I flew out of Australia to southeast asia, there was no liquid restriction. But that was several years ago so you might want to check for updated info.
No, as long as it is in your “checked” baggage, you are fine.
