Can I go to the luggage area to visit a friend during a layover?

You’ll have to go through security again, its gonna be a big hassle. nogoodloser
Which airport in LA? (There are 5).
You can always leave and meet your friend in a non-secured area if you have enough time between layovers. But coming back in you have to go back through security and x-ray. So you’ll have to allow time for that, and if it’s LAX those security lines can get REALLY long!
My suggestion is to meet your friend near the security line to go back inside- then you can chat and keep an eye on the line at the same time.
