Can someone underage bring cigarettes on a plane in their packed luggage?

ummm if you put them in your big suitcse that gets checked in and put in ht ebottom of the plane then yes…if it is ur little carry on bag then you could still get away with it but you do run the risk of lossing them wana bigger bike
Why would you want to risk getting in trouble? It might be better to ship them seperatly. Future Mrs. B
