How many cartons of cigarettes can I bring in my checked luggage and or Can you ship them through the mail?

As long as you are not obvious about what you are doing, you should be albe to get away by transporting 4-6 cartons. That is considered reasonable consumption for an average smoker. That would be one to two month supply.
I would not ship them as they would be subject to NY tax if opened by postal authorities.
