If I decide not to board a connecting flight at the end of my trip is there a way to get my checked luggage?

Usually when you have a connecting flight, you are required to claim your luggage and then recheck it.
Call the airline and change your itinerary or talk to the gate agent ahead of time. They can tag your bag appropriately. If you wait till you actually arrive, you will be out of luck— the bags never make it inside the actual airport when they are being swapped from one plane to the other and they won’t be able to identify which bag is yours. You probably will have to buy a new ticket from PHL to the smaller airport, or get alternate arrangments to your destination; don’t expect a refund on the unused portion of your ticket. But you will at least have your bags!
When checking in your luggage, let the staff know where you want to pick up the luggage. You need not check it through all the way to your final destination.
