Do I have to recheck my luggage at an international connection different from my destination?

I’m traveling from the US to Africa, and more than likely, my flight will connect somewhere in Europe (probably London, Amsterdam or Brussels). Do I have to reclaim and recheck my luggage at the Europe connection? I’m guessing that if the airline after the connection is different from the one before the connection, I would have to reclaim and recheck. But what if it’s all the same airline? Thanks.

I was at JFK on a stormy winter day (2/14)and my JetBlue flight did not depart that day. I hopped on another airline but JetBlue would not release my luggage until their flight was officially cancelled in the wee hours of the next day. Now I’m home in CA and cannot get through on the phone to JFK Jet Blue baggage claim. Is there a service that I can use that will go to the airport, stand on lines, sift through the bags and find mine?
