Adderall in luggage without prescription bottle and airport security?

What’s to stop corrupt 3rd world diplomats carrying drugs into 1st world countries in their luggage? ?

I pressume that their bags cannot be checked? It just seems to be a loophole as if the Presidents and governments of these countries are corrupt then it only makes sense that in many cases that will “trickle down”?
