Going on a 11 day cruise to Mexican Riverera, do they check luggage?

My husband smokes, but it says 200 cigarettes is all he can take, that will never do!! He also smokes wacky tobaccy ( alot) will they go through our luggage? His habit is so bad that we can’t fly. I am SSSS at airports. Will that make any difference?
