What are the laws concerning an underage person putting a large amount of alcohol in their luggage on a plane?

If you were travelling as part of a group with older people, the luggage is seen as belonging to the group with the older people responsible so you should be OK. If you were travelling on your own, it could be a problem.
Whatever party you are travelling with it is illegal. The case is yours and you are underage.
