What is the best way for me to tackle hand painting my luggage ~ see details *?

That should work well - You have to heat-set paint mixed with fabric medium, the best way is to use a hair dryer, just be sure to keep the nozzle moving over the area to keep it from harming the fabric (don’t hold it too long in one position).
