What is the inside zipper for in luggage?

I just bought a new suitcase (I usually just put stuff in my backpack and use that for travel) you can unzip the black cloth stuff and gain access to the very back where the metal rails for the handle are. What is the purpose of this? its it like a secret compartment?

    the main reason might be to appease the increased security…
    if TSA finds your luggage suspect, they can check it out by just opening the zippers and search around as they please, as opposed to tearing everything apart and ruining your luggage - so everybody’s happy… Andras F
