The tube is the least expensive. How much luggage?
The tube is the cheapest but hard with luggage. If you do use it avoid rush hour.
The Heathrow Express (train) is hideously overpriced and doesn’t go where most people want to go, but there is plenty of room for luggage.
Probably your best bet is National Express coaches. They are substantially cheaper if you book in advance, but it can be hard to change if your flight is delayed so probably best to buy tickets at heathrow.
It might be cheapest to take two cabs, honestly. You can at least split the fare.
There are airport buses that will just drop you at bus stops and certain major hotels in the city. If you don’t mind walking a bit with your luggage, take the bus.
