I would like to know who controls the agents that search through your luggage in the US? What kind of control is undergone from the plane when arrived to an US Airport with a stop in Houston to NYC until your lugagge is on your hands? Which are the risks of items been stolen from your bag because it has to be left opened?

TSA is the government agency in charge of security at the airports. Could not tell you what is done for a search. It is possible that items can be stolen. They have been in the past. If you are very concerned, keep a list of what you pack and the value of each item.
